MARYVILLE, Tenn. – Peak Technical Institute (PTI), an educational center that offers condensed vocational training programs based in Maryville, Tenn., announces the addition of Jill Miller as institute director and admissions officer and Dr. Norman Flowers as executive director.

In her new role at PTI, Miller will be responsible for completing, monitoring and executing the programs and paperwork required to ensure compliance with the Tennessee Department of Higher Education (THEC).

A former resident of Lenox, Iowa, Miller brings almost 20 years of management experience from her various roles at Ruby Tuesday Corporate Office and First Tennessee Bank. She holds a bachelor’s degree in business administration from East Tennessee State University.

Dr. Flowers’ duties at Peak Technical Institute include overall strategic planning, financial management, organizational development and program operations.

He has more than 18 years of experience in higher education as an academic dean, department chair of criminal justice and professor. In these positions, Dr. Flowers oversaw local campus academic and national program operations and development, including student readiness, persistence and success in education. He also designed and taught several courses including critical thinking, logic, stress management and business ethics.

He holds a bachelor’s degree in Theology and has two master’s degrees in counseling and psychology of religion. In addition to these, Dr. Flowers holds a Ph.D. in Philosophy, with a minor in ethics and completed doctoral research in psychology and epistemology at Oxford University in England.

Additionally, Dr. Flowers has experience as a police officer – particularly in anti-terrorism, and as a probation and parole officer. He also has been substantially involved for many years in social concerns through ministry to the infirm, disadvantaged, and homeless.
