Stones River Group (SRG) president Mark Cate announced today that Zoe Sams, an experienced attorney and government affairs professional, will join the firm as principal effective August 8, 2022.
“We are really excited for Zoe to join the SRG team,” Cate said. “Her experience with the Tennessee District Attorneys General Conference as well as her years working with the General Assembly will be of great value to our clients. She’s smart, hard-working and a true professional.”
Sams will work with a variety of SRG clients, leveraging her understanding of Tennessee law along with experience working in state government and driving legislative strategy to help advance their public policy objectives.
Sams joins SRG from the Tennessee District Attorneys General Conference (TNDAGC), where she served as deputy director. There she worked alongside Conference leadership to develop, manage, and secure legislative approval of the Conference budget, oversee public education and community outreach efforts, and advise district attorneys and their staffs.
Before her time at TNDAGC, Sams was the director of legislation at the Tennessee Department of Children’s Services and a legislative liaison for the Tennessee Bureau of Investigation. Sams also served as an assistant district attorney in the 20th Judicial District. where she focused on crimes against children, the elderly, and human trafficking.

Sams is a native of Roane County, Tennessee. She graduated from Maryville College and received her Juris Doctorate and Master of Business Administration from the University of Memphis. She lives in the Middle Tennessee area with her husband and two dogs.
